1.1       BACKGROUND TO THE STUDY
To improve the performances of small and medium scale enterprise, one supposes to consider the effective and efficient management of such firm to maximize profit and also for the enterprise to grow.
Before this research goes on, the researcher will try and define what small scale enterprise is all about, “small-scale enterprise is a manufacturing, processing, and servicing industry with a capital base of N150000 which include working capital but exclude cost of hand and it have a labour size of 11-100 workers.  Small-scale enterprise includes the following: retailing, whole selling, research and development, servicing, consulting, and manufacturing.
Many small-scale enterprises in Nnewi South Local Government Area lacks basic managerial skills and talented men as managers.  Many entrepreneurs who manager the small scale enterprise in the area lacks these skills necessary for the planning and organizing their human and material resources.  It is a well known fact that most multinational corporations as food and general motors and many of today’s Nigeria giant & enterprises like Ekene Dili Chukwu Nig. Ltd, G.U.O group of companies, Dangote group all started as small business outfits.  Therefore, something must be done to encourage this form of business (small scale enterprise) realizing that they have a high mortality.
1.2              STATEMENT OF PROBLEM
The gains of small-scale enterprise cannot be over emphasized because of their contribution to the national economy.  The worsening economic situation of the nation from 1980’s to date encouraged people to set up small business.  In view of this, small-scale businesses have many advantage, according to Agbo (2000 p. 173), the advantages are as follows;
i.                    It is easy to set up,
ii.                  Simple administration,
iii.                Provision of employment,
iv.                The owners of small-scale enterprise are also the managers,
v.                  It provide better service to local market some disadvantages are
vi.                Inadequate management ability
vii.              Inadequate financing
viii.            A poor competitive position
These disadvantages of small-scale enterprise prompted the federal government to establish the Structural Adjustment Programme (SAP) to encourage more investors to set up business, awareness was created to that effect and credits were also given.  So because of the advantage of small-scale enterprise, it is very important to improve the performance of these enterprises.
This work is therefore aimed at providing answers to the following questions:
(1)               What are the types of small business firms in Nnewi South Local Government Area Anambra State?
(2)               Why do some fail, while others succeed?
(3)               Why do some firms perform most effectively than others?
1.3              PURPOSE OF THE STUDY
This may likely not be the first of this type in Nnewi South Local Government Area, aiming at sensitizing and mobilizing people to set up small-scale enterprise in the local government.  The work will help to let the inhabitants in the area know the sectors of small-scale business and the available opportunity therein and to make available the causes of failure in these firms and especially the strategies for improving the performance of small-scale enterprise in Nnewi South LGA in particular as most of the populace mainly engaged in white collar jobs (civil services).
